I recall the CA energy debacle which started when the CA PUC refused to allow PGE to enter into long-term contracts to lock-in reasonably priced power. Despite all the furor over the subsequent aspects of the energy crisis, that initial obstacle placed by government ended up causing the crisis to begin with.
